About Us
The Office of Aviation
serves as an advocate and deliverer of aviation services that
promote and enhance a safe and healthy air transportation system in
Iowa. The office also administers several funding programs for
airport improvement projects and works as a liaison with the Federal
Aviation Administration. Office staff emphasizes advocacy, building
partnerships and economic development. Please contact any one of the

Director
Michelle
Fletcher McEnany has served as the director of the Office of
Aviation for the Iowa Department of Transportation since May of
2000. Michelle directs Office of Aviation programs, initiatives and
staff to meet the overall mission of the office. In her role, she
also acts as the primary liaison to various governmental agencies
and aviation associations as well as local, state, and federal
decision-makers. Michelle is a board member for the National
Association of State Aviation Officials.
Prior to joining
the DOT, Michelle was the director of state and local relations for
the Greater Des Moines Partnership (formerly known as the Greater
Des Moines Chamber of Commerce). Michelle is a graduate of Boston
College with degrees in economics and political science.

Planning and Outreach Manager
Tim McClung is responsible for
planning, communications, and outreach for the
Office of
Aviation. His responsibilities
include handling media inquiries for aviation-related
issues. Tim manages
the aircraft registration program, outreach activities,
planning initiatives, and commercial air service analysis.
He also acts as editor of the Iowa Aviation Bulletin, Iowa
Aviation Conference manager, and legislative
liaison for aviation issues.
Tim joined
the Office of Aviation in 2003. He is a licensed commercial
pilot with flight instructor and seaplane ratings. He was
previously the Airport Manager and owner of Knoxville Flying
Service at the Knoxville Municipal Airport prior to working
in marketing for
a construction equipment manufacturer. He is also a
past member and chairman of the Knoxville Airport
Commission, and a graduate of the University of Iowa.

Aviation
Program Manager
Kay Thede's
responsibilities include coordination of federal Airport Improvement
Programs, the administration of state aviation programs, and
managing the aviation system planning process. Kay is also involved
in general aviation security, land-use issues and DBE reporting.
Kay has been
with the DOT since 1986 and with the Office of Aviation since 2002.
During Kay's time with the DOT she has held several positions in the
following divisions: Motor Vehicle, Operations, and Director’s
Staff. She holds a master’s degree in Industrial Relations from Iowa
State University.

Airport Inspector
Mike Marr's
responsibilities include inspecting general aviation airports to
ensure compliance with state and federal requirements, managing the
statewide system of automated weather observation stations, pavement
condition reports, runway marking programs, airport directories, and
aviation charts. He also administers the Facility and Equipment
Program for airport emergency needs.
Mike is a licensed
pilot and a graduate of Iowa State University. He began with the DOT
working in the Materials Lab in 1998 and joined the Office of
Aviation in 2002.

Aviation
Program Manager Assistant
Michele Frank handles various marketing and program
functions for
the
Office of
Aviation. Michele acts as the event
coordinator
for key aviation conferences, meetings, and events. Some of
Michele’s responsibilities include maintaining and distributing the
aviation calendar of events, working with the Office of Aviation web
site, maintaining communication databases, customer service for
aircraft registration, and administration of office-sponsored
contests.
Michele has been with the Iowa Department
of Transportation since 1999 and with the Office of Aviation
since 2002. Before joining the Department of Transportation,
Michele was an Administrative Assistant in the Army for six
years serving in Germany during the Gulf War in the early 90's.

Data Analyst
Allen
Sells' is
responsible for researching aviation data and generating reports on
a wide variety of aviation issues. Some examples include regional
airfare comparisons, enplanement histories, cargo activity,
passenger air service system analysis, airport data, funding
records, and a wide range of other data.
Allen has been with
the Iowa Department of Transportation since 1972 and held several
positions with the agency, including most recently as a Traffic
Analyst, before joining the Office of Aviation in 2003. He was
president of the Iowa Elks Association and has been an officer of
his local Elks Lodge since 1987. He is also active in the Masonic
organization.
